What exactly is a qualifications framework, are there different ones for vocational training and universities and they comparable internationally?
The subject of the National Qualifications Framework for Vocational Training NQR) is on everyone’s lips. The NQR and the classification of the vocational training diplomas is a milestone in the field of Swiss vocational training and, by association, for the entire Swiss education system. The quality of Swiss vocational training can finally be identified.
Qualifications frameworks sort diplomas into levels. These levels describe knowledge, capabilities or skills achieved by the training diplomas. This helps clarify what the holder of a given diploma knows, understands and is capable of doing. In Switzerland, there is one qualifications framework for vocational training diplomas and one for university degrees. The different qualifications frameworks facilitate international comparison of diplomas. The vocational training diplomas and university degree cannot, however, be compared in Switzerland beyond qualifications frameworks. The NQR only takes account of vocational training diplomas while the nqf.ch-HS only considers university degrees. At the European reference level, vocational training diplomas and university degrees can be compared for orientation purposes. The qualifications of the diplomas are nevertheless different.
